Is this the same as truncating decimals?
No — truncating simply chops off everything after the decimal point regardless of its value; rounding considers whether that fractional part is closer to the number above or below.
Why would I need to round to a whole number specifically?
Whole numbers are required whenever a fractional result doesn’t make sense in context — like a count of people, items, or units that can’t be split.
