Because 24-hour time counts from 00:00 at midnight, noon naturally falls at the 12-hour mark without needing the usual “add 12” adjustment PM hours get.

In 24-hour time, the day starts at 00:00 — 12 AM is the very start of the day, so it maps to hour zero, not hour twelve.
